Investigate UK 2024, Israel 2022, Liberia 2023 and New Zealand 2020. Complete the first thought, evidence checks, at least two lab settings and an evidence-based brief for each case. Use a relevant figure and explain the rule, a consequence you value and a cost you accept. Explain what the evidence added to your first thought and name evidence that could challenge your recommendation.

In the final comparison, identify the institution and priority, select two cases and defend a rule using figures and rule operations from both. State a shared lesson, a substantive limit and reconsideration evidence.

Submit a readable TXT or print/PDF notebook through this course system. Exporting does not submit it. Keep a JSON progress backup. Allow about 75 minutes provisionally or divide the work across two meetings; the instructor sets the deadline and endpoint. Timing has not been measured in a human pilot.

Assessment: mechanism, quantitative evidence, model limits, trade-off judgment and comparison/transfer (0–2 each; 10 points total). Political preference, speed and accessibility supports are not grading criteria.
